This implements the generation of config files to support Modelsim as a flow.
It also contains a test which checks against expected output files, split into the main flow Makefile and a makefile dedicated for Modelsim, inspired from the Makefile structure used by the tool flow.
Let me know if this fits what is expected for flows.
